Joel Fredrick Dubina (born October 26, 1947) is an American attorney who is a Senior United States circuit judge of the United States Court of Appeals for the Eleventh Circuit and a former United States district judge of the United States District Court for the Middle District of Alabama.

Joel F. Dubina was born in Elkhart, Indiana, but grew up in Montgomery, Alabama. In 1970, he earned a Bachelor of Science degree from The University of Alabama and a Juris Doctor from Cumberland School of Law at Samford University in 1973.
Judge Fredrick Dubina wrote that "the offering occurs when the videotaped images are dispersed over the Internet and into the public eye for consumption. The City Code cannot be applied to a location that does not, itself, offer adult entertainment to the public."
