Stephen Andrew Higginson (born April 12, 1961) is a circuit judge of the United States Court of Appeals for the Fifth Circuit and the Presiding Judge of the United States Foreign Intelligence Surveillance Court of Review.

Stephen Higginson is a federal judge on the United States Court of Appeals for the 5th Circuit. He joined the court in 2011 after a nomination from President Barack Obama. Prior to joining the court, Higginson served as an assistant U.S. attorney in both Massachusetts and in Louisiana. [1]

Stephen Higginson is a Judge for the U.S. Court of Appeals for the Fifth Circuit, receiving his commission in 2011.
