Too Early / Too Late. 1981. Trop tôt, trop tard. Directed by Jean-Marie Straub, Danièle Huillet. Inspired by a letter by Friedrich Engels and a 1974 account of two militant Marxist writers who had been imprisoned by the Nasser regime, Straub-Huillet filmed this film in France and Egypt during 1980.

That's later in the day for OP's exact example, but I might say it's too early [in the year] to be planting flowers in your garden right now, for example.
