Peel Commission were of the opinion that Bengal officers, in particular, needed more authority over their men (2002: 402). In fact, the weakening of commanding power of British officers during pre-Revolt India was attributed to Lord Bentinck who abolished corporal punishment of the native regiments. As a justification to this move, he stated
