He was educated at Westminster School, London (where he was expelled for writing an article in The Flagellant attributing the invention of flogging to the Devil), and at Balliol College, Oxford.

His election was all due to a certain William Pleydell-Bouverie, the 3rd Earl of Radnor, whom Southey had never met or even corresponded with.
