She was born in Manchester in 1858 to politically active parents. An avid reader from an early age, she enjoyed hearing her mother, Sophia Goulden, read Uncle Tom's Cabin to her as a bedtime story.

After the return to power of the Liberal Party in 1906, the succeeding years saw the defeat of seven suffrage bills in Parliament.
