Earl Russell. John Francis Stanley Russell, 2º conde Russell, conocido como Frank Russell (12 de agosto de 1865 - 3 de marzo de 1931), fue un noble, abogado y político británico, hermano mayor del filósofo Bertrand Russell, y nieto de John Russell, primer conde Russell, que fue dos veces primer ministro de Gran Bretaña.

Frank Russell supported his brother's pacifism during the First World War, and was a close friend of philosopher George Santayana. Brother of philosopher Bertrand Russell, Frank, as he was known, was orphaned at the age of 10, and became the 2nd Earl Russell when his Grandfather died in 1878.
Russell had two siblings: Frank Russell, the 2nd Earl Russell (nearly seven years older than Bertrand), and Rachel (four years older). In June 1875, Russell's mother died of diphtheria, followed shortly by Rachel, and in January 1876 his father also died of bronchitis following a long period of clinical depression.
