Ramsay was the second son of the 14th Earl of Dalhousie and the Countess of Dalhousie (the former Lady Mary Heathcote-Drummond-Willoughby, sixth daughter of the 1st Earl of Ancaster ).

Dalhousie was born on 17 January 1948, the son of Simon Ramsay, later 16th Earl of Dalhousie, and his wife Margaret Elizabeth Mary Stirling (1914–1997). His mother was a sister of Sir David Stirling , founder of the Special Air Service , and therefore (a descendant of Charles II ).
