Hayes, intent on reducing Conkling’s patronage fiefdom, demanded the resignation of Arthur and others in the New York City customhouse. With Conkling’s support, Arthur was able to resist Hayes for a time, but in July 1878 Hayes finally suspended him, and Arthur returned to the practice of law.
