Frances Howard, Countess of Surrey (née de Vere; c. 1517 – 30 June 1577) was the second daughter and third child of John de Vere, 15th Earl of Oxford, and Elizabeth Trussell. She first married Henry Howard, Earl of Surrey (executed for treason in 1547), and second Thomas Steyning.

Henry Howard se tornou o Conde de Surrey em 1524 quando o seu avô faleceu e o seu pai se tornou o Duque de Norfolk. Em 1532, ele acompanhou a sua prima, Ana Bolena, Henrique VIII e o Duque de Richmond em uma visita à França e permaneceu lá por mais de 1 ano como membro do séquito de Francis I.
Liderou o exército inglês à Escócia em 1542 e à França em 1544; mas a execução de Catarina Howard, outra de suas sobrinhas que se tornara a esposa do rei, enfraquecera sua posição. Seu filho Henrique Howard, Conde de Surrey , foi preso sob acusação de traição; o próprio Tomás sofreu o mesmo destino como cúmplice do crime.
