Thomas Mifflin (January 10, 1744 – January 20, 1800) was an American merchant, soldier, and politician from Pennsylvania, who is regarded as a Founding Father of the United States for his roles during and after the American Revolution.

Thomas Mifflin was a distinguished merchant and politician from Pennsylvania who also served as a delegate and President of the Continental Congress, major general in the Continental Army, delegate to the Constitutional Convention, and first governor of the commonwealth of Pennsylvania.
President Thomas Mifflin found it difficult to convince the states to send enough delegates to Congress to ratify the 1783 Treaty of Paris. For six weeks in 1784, President Richard Henry Lee did not come to Congress, but instead instructed secretary Charles Thomson to forward any papers that needed his signature.
