Rtools is a toolchain bundle used for building R packages from source (those that need compilation of C/C++ or Fortran code) and for building R itself. Rtools44 is currently used for R 4.4 and R-devel, the development version of R, to become R 4.5.0.
Goal. Generate a new toolchain using a modern version of the gcc compiler that is capable of building R, as well as all pre-existing R packages and other required libraries. It should be possible to re-generate the toolchain from source, preferably with a single command line invocation that downloads and builds all required components on the fly.
