As others have mentioned, Legolas wasn't in the Hobbit. It was likely an attempt by Peter Jackson to create a character arc to link Legolas in the Hobbit and Legolas in Lord of the Rings. The Hobbit films try to create callbacks to the LotR films, even if unnecessary.
