The highest rank in the Navy is Fleet Admiral. An Navy officer receives promotions and pay raises based on experience, leadership skills, and number of years served. This table lists the active officer ranks in the United States Navy in increasing order of senority.
The highest rank attainable in the Navy is the five-star Fleet Admiral. In 1944, Congress created the rank Fleet Admiral to be granted to four people. There has been no authorization to use the rank since the World War II era.
