Prior to coming to Binghamton, he served as interim provost at the University at Buffalo, where he had been dean of the School of Engineering and Applied Sciences since 2006.
On November 22, 2011, the SUNY Board of Trustees appointed Harvey G. Stenger, Jr. as the seventh president of Binghamton University, effective January 1, 2012. Stenger had been interim provost and executive vice president for academic affairs at the University at Buffalo since April 2011.

A chemical engineer by training, he earned his bachelor's degree in chemical engineering from Cornell University in 1979, and his doctorate in the same discipline from the Massachusetts Institute of Technology in 1983.
