On 12 March 1951 he was consecrated Bishop of Leeds by Archbishop William Godfrey, and on 2 May 1957 was appointed Archbishop of Liverpool. He built many new schools and churches in Liverpool and organised a competition to build ‘A Cathedral in our time’ which was won by Sir Frederick Gibberd.
