Starace was born in Sannicola, province of Lecce, in southern Apulia. His father was a wine and oil merchant.

Achille Starace was a Fascist leader and the president of the Italian Olympic Committee from 1933 to 1939. He promoted nationalism, anti-Semitism and Mussolini's cult of personality, and was assassinated by partisans in 1945.
Il 28 luglio (tre giorni dopo la caduta di Mussolini) Starace fu arrestato e tradotto al carcere di Regina Coeli. Ma venne rilasciato, arrestato di nuovo e di nuovo rilasciato nel giro di pochi giorni. Trasferitosi al Nord dopo l’armistizio dell’8 settembre 1943, si rifugiò a Vimercate presso alcuni amici.
