Stephen Andrew Higginson (born April 12, 1961) is a circuit judge of the United States Court of Appeals for the Fifth Circuit and the Presiding Judge of the United States Foreign Intelligence Surveillance Court of Review.

Stephen Higginson is a Judge for the U.S. Court of Appeals for the Fifth Circuit, receiving his commission in 2011. Prior to joining the Fifth Circuit, Judge Higginson was an associate professor at Loyola University New Orleans College of Law (2004-2011), and an assistant U.S. attorney for the Eastern District of Louisiana (1993-2011).
