A segunda fase e também a mais conhecida teve início em 1903, em Manchester, com a fundação do WSPU, liderado por Emmeline Pankhurst e suas filhas Christabel e Sylvia. O grupo teve duas publicações semanais, utilizadas para divulgação de suas ideias: Votes for Women (1907) e The Suffragette (1912).
