"Dead man walking" Collins refers to anyone who's doomed, or condemned. In this case, the reconfiguration of that noun means it's not personification, and it's not doublespeak, because the meaning of the phrase is retained - it could still mean people who are condemned , and/or dead people who are walking .

One can question where Hardy heard it from, however, since there is no way to be sure that he coined the phrase.
