He was the second son of Charles Montagu-Scott, 4th Duke of Buccleuch, and the Honourable Harriet Katherine Townshend, and as such would not have been expected to inherit the title of Duke of Buccleuch upon his father’s death.

He was the fifth child of seven, and second son born to Sir Charles William Henry Montagu Scott, 4th Duke of Buccleuch & 6th Duke of Queensberry, and the Honourable Harriet Katherine Townshend, daughter of Thomas Townshend, 1st Viscount Sydney of St. Leonards and Elizabeth Powys.

He served in the Royal Naval Volunteer Reserve in the Second World War, and represented Edinburgh North in the House of Commons for 13 years.
