  2. Furthermore, as others in this thread have stated, the flag was never one for the Spanish Empire, but rather its military. I am incredibly suspicious of those who wave the flag when Andean and other indigenous peoples win elections. It's as if the flag's proponents are angry these groups are finally having a seat at the table.
