  7. Ohio. Ohio was part of the Northwest Ordiance with some Midwestern States and was the center during the Civil War when the Western States were non-existant. Well, the Civil War is the past, its 2007 now, the Western States are here, and Ohio is not near the center in any shape, way, or form.
