Arthur Hill was son to Arthur Hill, 6th Marquess of Downshire (1871 – 1918) and Katherine Mary ("Kitty") Hare (1872–1959), a granddaughter to William Hare, 2nd Earl of Listowel. His siblings were Lord Arthur Francis Henry Hill (28 August 1895 – 25 December 1953) and Lady Kathleen Nina Hill (15 September 1898 – 30 Novovember 1960). [1]
He was born in Hanover Square, the eldest son of Arthur Hill, 2nd Marquess of Downshire, and his wife, Mary Sandys. He became Marquess of Downshire on the early death of his father in 1801. Marquess of Downshire is a title in the Peerage of Ireland. It was created in 1789 for Wills Hill, 1st Earl of Hillsborough, a former Secretary of State.. Hill had already been created Earl of Hillsborough and Viscount Kilwarlin of County Down in the Peerage of Ireland in 1751 with remainder, in default of male issue of his own, to his uncle Arthur Hill, 1st Viscount Dungannon.

The eldest son of Arthur Hill, 3rd Marquess of Downshire, Hillsborough was educated at Eton and Christ Church, Oxford, where he matriculated in 1830. He was commissioned an ensign in the Royal South Down Militia, of which his father was colonel, on 4 June, and was commissioned lieutenant-colonel in the same on 10 September.
