Tras estrenar The Hound of the Baskervilles y The Adventures of Sherlock Holmes en 1939, 20th Century Fox decidió no seguir haciendo películas sobre Sherlock Holmes, ya que consideraba que el personaje era demasiado "pintoresco" para el contexto de la Segunda Guerra Mundial.
Het is de derde van de Sherlock Holmes-films met Basil Rathbone als Holmes en Nigel Bruce als Dr. Watson. In tegenstelling tot de voorgaande twee films met het duo speelt deze film zich niet af in Holmes’ tijdsperiode (1881-1914), maar in het toenmalige heden: de jaren 40 van de 20e eeuw.
"The Voice of Terror" sees Sherlock Holmes transported from the late turn of the century Victorian era to (at the time) contemporary 1940's. The typical Gothic elements that featured prominently in the two prior films are traded in for a world war II spy/saboteur noir story.
